Because I use SFX to dye my hair. It's not Manic Panic, but it does tend to bleed a bit, and leave faint traces on things that are at or around your neck for extended periods of time...
It's naughty slang up here, too. Mind you, you've now got me thinking of a horror story in which a murderer's victims came for him, wearing their necklaces of rubies and pearls....
